United Nations Special Rapporteur for Torture Juan Mendez said he expects the release of the #CIA torture report to create momentum that will lead to justice.

The UN and other human rights groups worldwide are outraged, RTsaid, but the U.S. Justice Department says it can't base any criminal charges on the Report, despite the UN's calling for the prosecution of the people responsible.

Each and every torturous act must be investigated, Mendez said, adding, "The United Nations will not take 'no' for an answer."

"Why else would anybody be taken to a secret detention center if it's not to be tortured? All countries that have participated should take a leaf from the US Senate Committee on Intelligence and come clean; do an honest, thorough, complete, and impartial investigation of what went on during the extraordinary renditions and the use of black sites."

There's an affirmative obligation to investigate, prosecute, and punish every single act of #torture. And we're going to continue to insist on that," Mendez said
